As the Missouri Legislature takes its spring break, it’s the perfect time for MSPE members to evaluate the first half of the legislative session and discuss the proposals that can impact the profession. This session will cover key legislative developments, industry advocacy efforts, and a look ahead to the critical work remaining in the second half of the session.

Advancements in Antenna and RF Systems: Innovations Driving the Future of Wireless Communication and Sensing
Dr. Sayan Roy
The research and development of modern antenna and radiofrequency (RF) systems have advanced significantly, driven by the increasing demands of wireless communication, defense, healthcare, and space exploration. Engineers and scientists focus on developing high-performance, compact, and energy-efficient antennas that support emerging technologies. Innovations in materials have enabled the design of reconfigurable, flexible, and high-gain antennas with improved bandwidth and reduced interference. Additive manufacturing and 3D printing techniques have further revolutionized antenna fabrication, allowing for customized designs that enhance performance while reducing size and weight. Additionally, artificial intelligence and machine learning are being integrated into RF systems for real-time optimization, adaptive beamforming, and efficient spectrum management. These advancements not only improve communication networks but also contribute to applications in radar systems, biomedical sensing, and remote sensing technologies, ensuring reliable and high-speed data transmission in an increasingly connected world.
Biosketch
Dr. Sayan Roy earned his B.Tech. in Electronics and Communications Engineering from West Bengal University of Technology, India, and later completed his M.S. and Ph.D. in Electrical and Computer Engineering from North Dakota State University, USA. Dr. Roy’s research focuses on applied electromagnetics, including wireless sensors, composite antennas, nanostructures, and additive manufacturing for real-time applications. He has secured over $1.5 million in federal and industrial grants and has published more than 90 journal papers, conference proceedings, and book chapters. As a Senior Member of IEEE, he actively contributes as the Vice-Chair of IEEE Kansas City Section and as a Regional Coordinator for the IEEE Microwave Theory and Techniques Society (MTT-S) and serves on technical committees for various IEEE conferences. Additionally, Dr. Roy is a member of IEEE Eta Kappa Nu (HKN), a Senior Member of the International Union of Radio Science (URSI), and a Full Member of Commission K, US National Committee for URSI (USNC-URSI). His work spans academia, industry collaborations, and advisory roles, making significant contributions to the fields of wireless communication, healthcare, and space technology.

In this presentation, Marie Collins, PE, retired Assistant Director of Engineering for the Metropolitan St. Louis Sewer District, will discuss and provide insight into the negotiation process from the owner’s perspective, based on her experiences in resolving contractor claims and fee disputes.
MARIE’S BIO
Guest speaker, Marie Collins, PE is a licensed professional engineer in the state of Missouri and a graduate of both the University of Kentucky (BSCE) and the University of Missouri – Rolla (MSCE). Marie spent the first eight (8) years of her career in private practice at Booker Associates, Inc. prior to taking a position with the Metropolitan St. Louis Sewer District (MSD). During her 32-year career at MSD, Marie held several management positions, before retiring in February 2020 from the position of Assistant Director of Engineering, Construction Management Division of the Engineering Department.
Throughout her career, Marie has served in several leadership roles. She is a Past State and St. Louis Chapter President of the MSPE, as well as being a Past President of the MSPE Educational Foundation, the St. Louis Section of the ASCE, and the Engineers Club of St. Louis.
